Job Title: Procurement Delivery Manager Locations: London E17 Contract Type: Permanent Work Pattern: 36 hours Salary: £43,815 - £46,857We are seeking a highly skilled and motivated Procurement Delivery Manager to project manage high-value procurement projects and oversee the successful delivery of contracts.
You will provide specialist advice, guidance, and support to internal and external stakeholders, ensuring compliance with UK Public Contracts Regulations and strategic sourcing strategies.
As a key member of our supply chain team, you will contribute to achieving cost savings, minimising risks, and maintaining high standards of procurement activities.Main tasks and duties:
Lead the development of procurement and commissioning arrangements, including options appraisal, market analysis, supplier engagement, and tendering.
Contribute to the design and delivery of services that meet the desired outcomes of the Council and its residents, focusing on efficiency and value for money.
Manage the Council's electronic contracts register and identify opportunities for improving procurement processes.
Collaborate with delivery partners, providers, and suppliers to ensure timely and quality service delivery within your area of responsibility.
Negotiate contractual and framework agreements, supporting their implementation and achieving desired outcomes.
Lead internal stakeholder groups for specific contracts, ensuring stakeholder needs are met and contractual issues are resolved.
Promote the use of electronic tendering and purchasing systems and provide training on procurement issues.
Support effective commissioning processes and monitor and report on performance and service standards.
Develop sourcing strategies for tactical spend areas, aiming to achieve savings, value for money, and compliance with Council objectives.
Work collaboratively with other authorities on joint procurement initiatives, leveraging economies of scale.
Essential criteria and experience:
Minimum Level 4 CIPS qualification, working towards full CIPS membership (Level 6)
Practical experience in contract management, including procurement, tendering, and supplier relationship management.
In-depth knowledge of UK Public Contracts Regulations and their application.
Familiarity with the entire contract cycle, from options development to contract management.
Experience in leading cross-functional teams and managing supplier relationships.
Strong project management skills, with the ability to handle multiple tenders simultaneously.
Excellent communication, negotiation, and influencing skills.
Proficiency in using Microsoft packages, internet applications, and e-procurement systems.
Understanding of the economic, environmental, and equality aspects of procurement.
Strong customer service orientation.

Job title - Category Manager Location - Seaham, SR7 Contract - 12 month fixed term Hours - Full time Salary: £33,533 - £34,543 per annum. We are currently seeking a Category Manager to support the Procurement Manager in the effective management of the contracts across the organisation to ensure.
The Category Manager is responsible for the management of the whole life cycle of contracts from procurement to contract management and review ensuring that the organisation is obtaining value for money in all contracts. Duties would include:
To analyse current contractual provisions of goods and services and make recommendations to consolidate and/or complete procurement of non-compliant contracts
To be open to and advise on new ideas and processes which may not have previously been used and have a positive role in developing relationships between procurement and other areas of the business

Able to demonstrate an understanding of relevant laws and regulations, including EU procurement regulations, the Social Value Act and Data transparency.
Experience of analysing data
