Project Officer

A Local Authority based in Cheshire is currently recruiting for a Senior Project officer to join their regeneration team as soon as possible.

This is a full time, temporary position and the ideal candidate will have experience in co-ordinating and delivering regeneration projects ideally on behalf of a local council.

The purpose of the role is to lead, manage and successfully deliver regeneration projects with a focus on the councils Market Towns.

The role will proactively contribute to the wider regeneration work of the Section as necessary to improve the economic, social and environmental well-being of the area, taking the lead on external funding bids and in moving forward the action plans from the City, Town and High Street Commission.

The main responsibilities of the role are:

  • To co-ordinate, manage and deliver key regeneration projects within the overall Economic Growth Service, with a focus on town centres.

  • To assemble, manage and motivate multi-disciplinary teams appropriate to the projects

  • To plan and design projects, including governance frameworks and proactively monitor their overall progress, assessing risks, resolving issues and initiating corrective action as appropriate.

  • To lead on the implementation of action plans arising from the City, Town Centre and High Street Commission, monitoring and reporting on progress.

  • To develop, agree and manage project budgets including the identification, application.

    In doing so monitor and control budgets ensuring their cost effective, efficient and economic management.

  • Lead on the identification and bidding for external funding opportunities, coordinating bid teams when required

  • To establish and monitor performance measures to include outputs and milestones and any other specific external funding requirements.

  • To ensure appropriate and meaningful consultation takes place with other internal services, external bodies and the local community affected by project proposals.

  • To monitor and control budgets ensuring their cost effective, efficient and economic management.


  • Degree level qualification/membership of a relevant professional institute.

  • Evidence of commitment to continuous professional development.

  • Project management qualification Prince 2 or similar

  • Involvement in co-ordinating and delivering regeneration projects

  • Experience of writing external funding bids, co-ordinating bid teams and leading successful applications.

  • Experience of managing a team of professional and technical officers.

  • Experience of liaising with External Agencies.

  • Experience of effective partnership working.

  • Experience of facilitating stakeholder and community engagement

  • High level of ICT skills and ability to use them for project and financial management

  • Experience of effective stakeholder management.

The client is looking to move quickly with this role and as such are offering between £19 - £21 p/hour Umbrella Ltd (approx.

£490 - £533 p/week NET after deductions) dependant on experience and qualifications.
