Deputy Finance Busniness Partner- Police

Service Care Solutions are looking for an experienced Deputy Finance Partner to work on a full-time contract in South-West London with a local Police Force.

The post holder will be responsible for supporting the Strategic Finance Business Partner to deliver and embed a co-ordinated business partnering function for CT Policing, aligning counter terrorist financial activity currently extended across four broad areas in support of the Government's National CONTEST strategy.

These are:

National Counter Terrorism (CT) Policing (including Protective Security (PS) and Domestic Extremism),
CT/PS Policing within the Metropolitan Police Service,
Specialist Operations Business Group within the MPS,
Individual Operational Command Units within Specialist Operations.

Main areas of delegated responsibility will fall across the following strategic and functional areas:

Finance Business Partnering;
Finance management, audit and assurance;
Financial Planning and support of the CT Capabilities;
Finance project support, including supporting the production of business cases in line with HM Treasury Green Book; and
CT Policing Grant management and allocation.

Key Responsibilities -

The Deputy Finance Business Partner is tasked with supporting the Strategic Finance Business Partner in ensuring that CT Policing and the MPS achieves value for money and maximises value from the services it delivers while meeting the needs of the Business.

By providing insight, challenge and support at both strategic and operational levels, highlighting potential risks/opportunities and identifying options to drive continuous cost reductions and performance improvement within the tight budget envelope.

This includes:

Supporting the Strategic Finance Business Partner in providing both the CT Policing and MPS Executive with value added and timely analysis regarding actual results and forecasts, proposing options to ensure the organisation achieves its operational goals, whilst continually reducing costs and improving performance.
Supporting the Strategic Finance Business Partner with the design, build and maintenance of service based costing models.
Partnering existing and emerging change projects and programmes, including supporting the production of business cases; and providing financial assurance and advice;
Assisting the Strategic Finance Business Partner in producing and managing the national budget and strategic planning process for Counter Terrorism (CT) Policing Grant, Protective Security Grants and other funding streams in SO.

Skills and Knowledge

Analytical and judgment skills:

Ability to analyse diverse sets of information and appraise options across CT Policing and the MPS.
Ability to operate at a detailed level to solve strategic problems
Ability to generate solutions to complex operational and strategic problems, including carrying out option appraisals.

Planning and organisational skills:

Strong planning skills.

Able to formulate and implement long term strategic corporate plans.

Experience

Experience of advising and guiding business decisions and frameworks in order to ensure compliance, manage risk and support governance arrangements.

Extensive experience in:

Financial Management & Planning in complex organisation
Budgeting & Forecasting
Management Reporting
Providing Financial Management Advice and developing Mitigating Strategies
Supporting the production of business cases including carrying out investment appraisals.

Desirable:

Experience/knowledge in:

Knowledge of MOPAC's Scheme of Devolved Financial Management
Knowledge of public sector procurement and contract management
Professional/external qualifications

Essential:

CCAB or equivalent membership
