Audit and Assurance Board Secretariat - Police

Service Care Solutions are looking for an experienced Audit and Assurance Board Secretariat to work on a full-time, long-term contract which has become available with a local Police Force.

The post holder will communicate decisions from Audit and Assurance Board (AAB) and any other scrutiny boards clearly to the wider NPCC, as appropriate.

The post holder will be responsible for providing proactive governance support direct to the Chair of NPCC, the Chair of AAB and other Senior Leadership Team (SLT) members with responsibility for engaging with the board meetings.



They will also be responsible for ensuring actions arising from DARA (Directorate of Audit, Risk & Assurance) and external inspectorate and auditors' recommendations to improve NPCC are delivered by owners.

Key responsibilities -
, Deliver effective secretariat arrangements for the NPCC corporate boards including logistics planning, proactive agenda planning and establishing a clear understanding of each agenda item and the decisions required;
, Manage the reputational risk for NPCC regarding the accurate recording of discussions and actions;
, Ensure consistently high quality records of minutes, actions and decisions at the most strategic level (including some Chief Constable Counsel CCC meetings) are taken and circulated promptly;
, Scrutinise all NPCC reports that are submitted to scrutiny boards to ensure high standards are maintained, challenging reports that are not up to the required standard and supporting authors to improve the quality of their report;
, Responsible for ensuring the corporate agenda planner is regularly updated with reports requiring decisions to be discussed at the right meeting;
, Provide guidance to SLT, managers / report authors on how to present decisions to corporate boards and the associated governance route;
, Ensure consistently high quality records of NPCC corporate meetings are taken, maintained and are made accessible to NPCC staff and, as appropriate, the public;
, Work closely with NPCC SLT to check all decisions and actions are followed through effectively and audited appropriately;
, Build an effective relationship with the Chair of AAB, to ensure appropriate forward planning of AAB agendas;

Strategic Secretariat Officer will be required to build relationships across NPCC in particular with the following:

, NPCC Senior Leadership team (SLT)
, Chair of AAB
, Police and Crime Commissioners (PCCs), non-executive board members who sit on the AAB
, Chair of Performance Sub-Committee.

, FOIA officer
, Paper authors

Essential Criteria -

, Excellent strategic planning and organisational skills to provide leadership and standards regarding agenda planning, minute taking, identification of actions and decisions for all scrutiny boards
, Excellent communication skills, both verbal and in writing using plain English
, Strong analytical and judgment skills to analyse complex information and extract key issues for agenda-setting and directing others to prepare fit-for-purpose papers for the Chair of NPCC and AAB
, High-level negotiation and communication skills, with a successful track record of giving professional advice to staff at all levels of the organisation and effective influencing of others through clear and persuasive written and personal presentations
, Ability to prioritise and manage own workload and plan ahead
, Strong IT skills in the use of Microsoft products, in particular Word and Excel.

Use of PowerPoint is desirable.
, Strong minute taking experience is essential, with the ability to analyse information and produce succinct notes in plain English of discussions and decisions made at meetings
, Ability to raise risks and issues in relation to the corporate decision making framework to senior managers either verbally or in writing
