Payroll Manager

One of the largest housing associations in Devon is currently recruiting for an experienced Payroll Manager to control staff payroll and pension schemes for 300+ employees and also lead their transition from an external payroll provider, to carrying this out in house in 2022.

The Role
In this Payroll Manager role, you will be managing and controlling a staff payroll and pensions, and whilst currently this is carried out via an external payroll provider, this role will lead the transition from a managed payroll service to an in house one over the next 18 months.
This will include the following tasks and responsibilities:
, Power user for in-house payroll system.
, Manage and control staff payroll, and pension schemes (£1m, 320 staff)
, Work with the payroll provider to ensure all pensions rules and regulations are adhered to (auto-enrolment administered correctly, pension scheme rules are met)
, Lead the transition from a managed payroll service to an in house payroll service in 2022
, Control and administer the payroll and pension schemes to ensure accurate and ontime payments to staff and salary deductions
, System administrator for payroll software and responsible for implementing the annual and ad-hoc system upgrades
, Maintain the costing structure within payroll software
, Act as lead contact for statutory agencies (e.g.

HMRC, TPT & Pensions Regulator and other third parties) and ensure timely payments of deductions
, Manage payroll benefits, pension file uploads, creating BACs files and calculations for statutory payments.
, Ensuring payroll records are reviewed and updated monthly
, Analysis of pay component changes monthly
, Manage the application of the various benefits offered to employees
, Producing monthly reports via the in-house HR and Payroll database to include payroll and pension control account reconciliations
, Working closely with your peers within HR and Finance on a variety of projects related to payroll and benefits
, To deal with pay queries, typically the more complex queries investigating and interrogating data to find resolution
, To administer and calculate staff pay, overtime, SSP, SMP, Pensions and other adjustments.
, Manage the relationship with HMRC and ensure the Company's compliance with statutory requirements

The Candidate
To be considered for this Payroll Manager role, it is essential that you have previous experience managing a payroll service for over 250 staff, as well previous working knowledge of transitioning to an internal payroll process.
You will also require the following skills and experience:
, Level 5 or above payroll qualification Diploma in Payroll management
, High level experience with using Microsoft Office applications including Excel and able to manipulate data for analysis
, Strong experience in managing relationships with statutory agencies (e.g.

HMRC, TPT & Pensions Regulator)
, Experience of leading projects relating to the development of integrated payroll-HR databases
, Sound knowledge of UK payroll legislation
, Experience of P11d, and payrolled benefits

The Package
This is a full time Payroll Manager role, working 36.25 hours per week, Monday to Friday, offering an annual salary of £35,000 per annum.
This is a home working role yet there is an expectation that there will be very occasional travel to the Head Office in Newton Abbot.
