Housing Strategy & Enabling Officer - Basildon
A local authority in Essex are recruiting for a Housing Strategy & Enabling Officer in Basildon, to work in partnership with others to attract investment, identify opportunities and work to ‘enable' the provision of housing designed to meet the need for different types of housing in the district.
The focus of this role is to work in partnership with others to attract investment, identify opportunities and work to ‘enable' the provision of housing designed to meet the need for different types of housing in the district.
You will also be required to assist in commissioning research designed to ascertain the need and demand for different types of housing provision in the district, and develop policy and strategies designed to ensure that the need and demand for different types of housing is met.
You will be working as a part of a multi-disciplinary team across a range of housing, regeneration, economic development and planning projects.
This will include the following tasks and responsibilities:
, To work with a range of partners to identify and proactively seek out opportunities to support the delivery of market, affordable and specialist housing in the district
, To lead complex negotiations with housing developers, Registered Providers and other partners in order to secure the appropriate supply, level, mix and quality of affordable housing within new developments including reviewing and commenting on the affordable housing provision within s106 agreements, including those with project viability issues.
, To work closely with internal colleagues in Development Management, Regeneration Legal and the Council led Asset team to undertake work designed to support housing growth.
, To assist in, and where necessary lead on, the development of policy and strategies designed to ensure that need and demand for different types of housing provision within the Borough are met.
, To assist in, and where necessary lead on, the commissioning and delivery of research designed to ascertain the need and demand for different types of housing provision in the Borough.
, To assist in, and where necessary lead on, the commissioning and delivery of research designed to support the development of housing and planning policy.
, To maintain an up-to-date understanding and awareness of different available opportunities designed to support housing growth and the delivery of the Council's Housing Strategy.
To promote these opportunities to key partners as a means of supporting housing delivery.
To be considered for this role, you will the previous skills and experience:
, Extensive experience within a Local Planning Authority/ private sector consultancy, government agency or charitable body.
, A sound understanding of strategic housing issues, including the relationship between national and local policies and strategies and how these issues relate to the delivery of housing across all sectors
, Experience in the preparation of Committee Reports/statements and representing a local authority at public meetings/ committee meetings/ court hearings/appeal hearings/public inquiries (examinations in public)/ public consultations.
, Ability to work with planning officers to deliver planning applications up to and including major/strategic (as defined by the government) schemes and/ to prepare evidence and write policy as part of the preparation of Development Plans and other policy/guidance documents.
, Experience in negotiations and engagement with developers with regard to the policy and financial aspect of developments including contractual arrangements such as quotes, financial processes and reviews to ensure development site viability, sustainability and deliverability of affordable and other specialist housing.
, Experience of managing and motivating staff including monitoring performance and setting targets.
, Experience and track record of scoping, developing and leading large, cross functional policies and projects.
, A strong track record of working successfully with a broad range of stakeholders, liaising with and influencing key partners at a senior level
This is a full time role on a temporary contract, running until December 2020.
