Tenancy Management Officer

 Managing a defined number of residential properties and act as first point of contact for the tenant ensuring that a high quality of customer care and service is delivered at all times.
 Managing the Estate Improvement budget for the area, consulting and engaging with members, tenants and leaseholders on projects.
 Maintaining an expert professional knowledge of current landlord and tenant legislation, guidance, best practice and case law.
 Representing the council at the County Court, coordinating and preparing all information required for possession and other housing related cases.
 To utilise negotiating skills working together with other Council teams, co-ordinating activities, enhancing relationships and improving communication to ensure a consistent excellent service across the Council, including facilitating patch meetings.
 To provide advice, assistance and information for all tenants and residents in regard to the services available through the council.

To work closely with members, tenants, residents and other interested groups to identify and address neighbourhood issues.


 Dealing with all requests for succession to a tenancy, assignment, mutual exchange and the reallocation of a property.

To carry out enforcement of tenancy conditions including the preparation and service of Notice to Quit and Notice of Seeking Possession as agreed by the Head of Service and delegated managers.
 In the event of a major incident affecting the Council residential property to act as the point of contact between the emergency services, internal and external agencies and the tenants and members.

Major incidents will include power outages, flooding, carbon monoxide alert, fires and lift breakdown.
 Liaise with the Allocations team to arrange appropriate accommodation for a temporary or permanent decant.

To create the decant account on the housing data and liaise with the relevant team eg, Rent team.
 As the responsible officer attend, and be involved in decision making, at serious case reviews, professionals meetings and child protection conferences with social services, community mental health team and other regulatory agencies.


 Carry out pre-termination visits providing advice to tenants on responsibility for repairs and clearance of the property including recharged costs.

Collate the property information including photographs and advertise the property accurately on the Choice based lettings website.


 Arrange and carry out accompanied viewings to void properties at the earliest opportunity to increase rental income, reduce void costs and to ensure performance targets are met.


 Complete with the tenant the tenancy agreement and associated paperwork including all Furnished Tenant paperwork and to utilise legal knowledge to explain the terms, rights and responsibilities of the agreement to the tenant.
 Record and maintain accurate, up to date and comprehensive electronic records of all actions taken, ensuring all relevant support documentation and correspondence is complete.
 Attend evictions with the bailiff, ensuring that screens, lock changes and forced entry have been ordered and police presence requested if necessary.


 Organise temporary and permanent decants, assisting the tenant in organising changes to services e.g.

reading of meters, contacting utility companies, post office, telephone and other media services and the Council Tax team.
 Liaise with external support and medical agencies in regard to the needs and requirements of tenants.
