Assistant Housing Repairs Manager

Assistant Housing Repairs Manager, Beeston
A local authority based in Beeston, Nottinghamshire, are recruiting for an Assistant Housing Repairs Manager to deliver a highly performing day to day repairs and voids service to tenants and leaseholders as well as ensuring the Health and Safety of residents through effective management of gas servicing and electric safety tests and other relevant servicing and inspection programmes.

The Role
The main responsibilities for the post holder are as follows:
, To undertake full line management responsibilities for the Senior Maintenance Officers and Senior Work Planner including managing performance, absence management, recruitment and selection, regular staff briefings and overall team development
, Provide leadership and effective people management to the Repairs Business Support Team and Operative Team.

Motivating staff, ensuring all HR, training, development and performance review procedures are successfully implemented to ensure technical and professional competence is maintained.


, Take a role in continuously developing the repairs service to meet the changing needs of tenants and leaseholders.

Effectively support the delivery of service improvements to improve efficiency, productivity and customer satisfaction with the repairs service
, Support the development and implementation of Housing Repairs policies, strategy, procedures and good practice guidelines.

Ensure the housing repairs policies, procedures and practices are delivered consistently across the operative and Repairs Business Support Team.
, Put in place effective controls to measure the standards of workmanship and ensure H&S risk assessments and method statements are being adhered to

Reactive Repairs and Voids
, Ensure the provision of an effective reactive day to day repairs service using both an in-house Operative Team and external contractors.

Balance the competing needs of the day to day and voids service to ensure KPIs are met in both service areas
, Ensure essential repair works and H&S checks are undertaken to void properties within agreed timescales and void relet times are consistently achieved.

Keep under constant review the different voids being repaired and manage the competing time pressures to undertake this work within deadlines
, Control standards of workmanship and service provision through supervision to ensure specification requirements are met
, Determine workforce requirements, use of contractors and vehicles, plant and materials.

Ensure that work is appropriate planned and scheduled and there are sufficient materials and supplies to meet work requirements.

Have a detailed understanding of the competing pressures from different parts of the business.

Keep service requirements under constant review
, Provide statistical returns for performance indicators and management information, prepare actual service charges for RTB houses and leasehold flats
, Ensure the provision of an effective out of hours repairs service for tenants and leaseholders by having a rota of managers and operatives in place 365 days per year.

Provide technical back up as required including attendance on site out of hours

Gas
, Ensure the Council achieves 100% compliance with regards to gas safety by proactively managing the gas access register.

Ensure regular updates are provided to the Head of Housing on compliance levels
, Take corrective action when targets are not being achieved.

Proactively manage no-access cases with the Tenancy and Estates Manager including risk assessing the impact of no access.

Provide technical expertise and support if legal action is required
, Ensure the Council achieves the annual Gas Safe accreditation and proactively address any issues identified by external accreditation, assessment or audit

Electric
, Ensure the Council achieves 100% compliance with regards to electrical safety by proactively managing the electrical access register.

Ensure regular updates are provided to the Head of Housing on compliance levels
, Take corrective action when targets are not being achieved.

Proactively manage no-access cases with the Tenancy and Estates Manager including risk assessing the impact of no access.

Provide technical expertise and support if legal action is required
, Ensure the Council achieves the annual NICEIC accreditation and proactively address any issues identified by external accreditation, assessment or audit

Legionella and Asbestos
, Monitor servicing programmes to ensure legionella tests are completed and compliance is achieved
, Ensure the Operative Team are adequately trained to undertake works which may include asbestos products

Compliance
, Deputise for the Housing Repairs and Compliance Manager in the following positions:
, Duty Holder for Electrical Safety
, Responsible Person registered with Gas Safe
, Provide technical knowledge to support the work of the Senior Maintenance Officer (Compliance)

Contract Management
, Effectively monitor and report on externally procured contracts.

Implement the appropriate performance framework for each contract including key performance indicators and performance reviews.


, Identify when corrective action is required by the contractor due to under-performance issues and escalate appropriate risks to the Housing Repairs and Compliance Manager
, Support the procurement of contracts within the Housing Repairs team.

Utilise frameworks and procurement consortiums to achieve value for money and best value.

Ensure all procurement is undertaken in accordance with financial regulations and the Council's standing orders

Resource management
, Ensure the vans and van stock is managed effectively.

Design systems to ensure accountability and maximise effective use of materials, travel time etc

Information Technology
, Ensure that maximum use is made of available information technology and communications systems to enhance the service provided
, Ensure mobile technology is utilised to maximise productivity levels
, Support the Open Housing super user to ensure training is completed, testing is undertaken and upgrades are effectively achieved.


, Ensure the service is able to meet current and future needs in line with corporate policies, legislation and technological advances
, Ensure the repairs modules within the housing management system is kept up to date with all stock condition and maintenance data in collaboration with the Capital Works Manager

General
, Prepare reports, identify areas for continuous improvement, provide prompt and accurate statistical information within set timescales and make recommendations as required
, Ensure that all stakeholder enquiries and correspondence are dealt with within target times and in a courteous and effective manner
, Respond to complaints about the Housing Repairs service and ensure any learning from complaints is implemented to improve services
, Maintain accurate customer and staffing records, ensuring all data held is compliant with general data protection and GDPR guidelines
, Attend, develop and contribute to interagency meetings, officer working groups, Tenant and Resident Groups and external agencies and liaise with other sections, directorates and outside bodies as appropriate
, Liaise with other sections and represent the Housing Department as requested in interagency working, with particular reference to gas, electrical and other health and safety aspects of service delivery, through the Direct Works forum
, Deputise for the Housing Repairs and Compliance Manager in the post holders absence
, Comply with all relevant professional, legal and financial requirements, including compliance with statutory Health and Safety legislation in relation to employees, contractors and building users
, Carry out any other duties that are within the scope and grading of the post which could also be requested by the line manager or Head of Service.

The Candidate
To be considered for this role, it is essential that you have the have specialist and detailed knowledge about the Housing Disrepair Pre-Action Protocol.

Act as the lead expert in disrepair cases, including leading on liaison with the Legal Department, providing advice to the team, taking action to mitigate the Council's liability, ensuring the Council's interest are protected and representing the Council at court as required.

The Contract
This is a full time role on an initial 2 month contract, covering long term sick.
